Control Center is a new instantly recognizable feature of iOS 7. It seems to be Apples response to a much anticipated ease of access to frequently accessed settings such as screen brightness, WiFi, etc.

Getting to open Control Center in iOS 7 is easy. Just swipe your finger from the bottom of the screen upwards until you see the Control Center slide appear. This is in fact the exact opposite action to accessing the Notifications Center.
